How the 2026 World Cup actually works

Plain-English answers to every common question about the new 48-team format, the qualifying teams, the host cities, group-stage rules, VAR, penalty shootouts, squad sizes and the schedule.

First time at a World Cup

New rules in effect for WC2026

The IFAB and FIFA approved a cluster of rule changes between 2024 and 2025. WC26 is the first World Cup where all of them apply at once.

Format & schedule

How the tournament is structured

48 teams, 12 groups, 32-team knockout. The first 48-team World Cup explained.

Laws of the game

Existing rules — the reminders

Offside, handball, back-pass, cooling breaks — the rules everyone knows but most fans get fuzzy on under pressure.

When is it a handball at the World Cup?

Deliberate handball is always a foul. Accidental handball is only a foul if (a) it directly leads to a goal by the same player, or (b) the player's arm is in an 'unnaturally large' position making the body bigger. Accidental handball by a teammate that leads to a goal is no longer a foul.
